Communiqué from 179th extraordinary session of the SR Government from 11th November 2009

from the session of the Government of the Slovak Republic
of November 11, 2009
The Government of the Slovak Republic met today at its 179th session and negotiated under the leadership of Robert Fico, the Prime Minister.

The following ministers were absent:
Viera Petríková, Deputy Prime Minister and Minister of Justice
Dušan Čaplovič, Deputy Prime Minister for Knowledge-based Society, European Affairs, Human Rights and Minorities
Ján Počiatek, Minister of Finance
Jaroslav Baška, Minister of Defense
Miroslav Lajčák, Minister of Foreign Affairs
Ľubomír Vážny, Minister of Transportation, Post and Telecommunications


The absent ministers were represented by their state secretaries.


The following items were added to the Programme:

The proposal for determining the salaries for the chairs of the regional land offices, the chairs of the regional forestry authorities and the directors of the district land offices

The Government discussed the Bill that changes and amends Act No. 333/2004 Coll. on Elections to the National Council of the Slovak Republic as amended and on changes and amendments to Act No. 331/2003 Coll. on Elections to the European Parliament as amended and approved it with comments.
The Bill was submitted by Robert Kaliňák, Deputy Prime Minister and Minister of Interior.

The Government discussed the Bill that changes and amends Slovak Republic National Council Act No. 369/1990 (Digest) on Local Government as amended and on changes and amendments to certain Acts and approved it with comments.

The Government discussed the Bill that changes and amends Act No. 610/2003 Coll. on Electronic Communications as amended and approved it with comments.

The Government discussed and approved the proposal to ratify ILO Convention No. 187 on the Support Framework for Occupational Health and Safety of 2006 by the Slovak Republic.
The proposal was submitted by Viera Tomanová, Minister of Labour, Social Affairs and Family.

The Government discussed the proposal to ratify ILO Convention No. 158 on the Termination of Employment at the Initiative of the Employer of 1982 by the Slovak Republic and approved it with comments.

The Government discussed and approved the proposal to ratify ILO Convention No. 151 on the Protection of the Right to Organize and on Procedures for Determining the Terms and Conditions of Employment in Public Service of 1978 by the Slovak Republic.

The Government discussed and approved the proposal to ratify ILO Convention No. 181 on Private Employment Agencies of 1997 by the Slovak Republic.

The Government discussed and approved the draft Slovak Republic Government Order on measures against the spread of synchytrium endobioticum and heterodera rostochiensis.
The draft was submitted by Vladimír Chovan, Minister of Agriculture.

The Government suspended discussion on the proposal for permitting exceptions pursuant to § 45 Article 5 of Act No. 92/1991 (Digest) on the Terms and Conditions for the Transfer of State Property to Other Persons as amended for the Čadca branch of the state enterprise LESY Slovenskej republiky, štátny podnik with its seat at Banská Bystrica.
The proposal was submitted by Ľubomír Jahnátek, Minister of Economy.

The Government discussed and approved the report on the continuation of the Infovek project.
The report was submitted by Ján Mikolaj, Deputy Prime Minister and Minister of Education.

The Government discussed and noted the report on the fulfillment of the programme for the preparation and construction of motorways and roads for the period 2007 – 2010.
The report was submitted by Ľubomír Vážny, Minister of Transportation, Post and Telecommunications.

The Government discussed and approved the report on the course and outcomes of the 20th Assembly of the contractual parties to the International Mobile Satellite Communications Organization (IMSO) and the proposal for the approval of the alterations to the IMSO Convention.
The report was submitted by Ľubomír Vážny, Minister of Transportation, Post and Telecommunications.

The Government discussed and approved the report on implementing and drawing structural funds and the Cohesion Fund within the framework of the Operation Programmes of the National Strategic Referential Framework for the period from January 1, 2009 to June 30, 2009.

The Government discussed and approved the draft Agreement on the Content, Aims and Ensuring of Services for the General Public in the Area of Television Transmission for the Period 2010 – 2014.
The draft was submitted by Marek Maďarič, Minister of Culture.

The Government discussed and approved the proposal for the participation of the Slovak Republic Delegation at the 36th session of the UN Conference for Nutrition and Agriculture.
The proposal was submitted by Vladimír Chovan, Minister of Agriculture and Miroslav Lajčák, Minister of Foreign Affairs.

The Government discussed and approved the report on water management in the Slovak Republic in 2008.

The Government discussed and approved NATURA 2000 – the proposal for the course of action in order to raise public interest in compliance with Article 6 of EU Council Regulation No. 92/43/EHS on biotopes.

The Government discussed and approved the proposal to cancel task B.1 of Slovak Republic Resolution No. 1091 of December 19, 2007.

The Government discussed Annex No. 2 to the foreign relations plan for the members of the Government, state secretaries and the chairs of the other central state administration bodies of the SR for November 2009 and approved it with comments.

The Government discussed the information on ensuring the fulfillment of the measure regarding the unfavorable situation on the financial markets in terms of the implementing of the PPP projects and noted it with comments.
