Communiqué from 177th session of the SR Government from 4th November 2009

from the extraordinary session of the Government of the Slovak Republic
of November 4, 2009
The Government of the Slovak Republic met today at its 177th session and negotiated under the leadership of Robert Fico, the Prime Minister.

The following minister was absent:
Ján Počiatek, Minister of Finance

The absent minister was represented by his state secretary.


The following items were added to the Program:

The proposal for the course of action in resolving the completion of the construction of the Cyclotron Center of the SR

The Government suspended discussion on the comprehensive assessment of the effect of the adopted measures of the SR Government in order to solve the impacts of the global economic and financial crisis in the area of employment.
The material was submitted by Ľubomír Jahnátek, Minister of Economy.

The Government suspended discussion on the evaluation of the measures adopted by the EU and national governments in order to overcome the consequences of the global economic crisis in the area of employment from the aspect of its applicability in terms of the SR.

The Government discussed and approved the Bill that changes and amends Act No. 300/2005 Coll., the Criminal Code, as amended and on changes to Act No. 301/2005 Coll., the Rules of Criminal Procedures, as amended.
The Bill was submitted by Viera Petríková, Deputy Prime Minister and Minister of Justice.

The Government discussed and approved the proposal for summary legislative proceedings on the governmental Bill that changes and amends Act No. 300/2005 Coll., the Criminal Code, as amended and on changes to Act No. 301/2005 Coll., the Rules of Criminal Procedures, as amended.
The proposal was submitted by Viera Petríková, Deputy Prime Minister and Minister of Justice.

The Government discussed and approved the proposal to remove and appoint the state representative to the Economic and Social Council of the Slovak Republic.
The proposal was submitted by Viera Tomanová, Minister of Labour, Social Affairs and Family.

The Government discussed and approved Annex No. 1 to the foreign relations plan for the members of the Government, state secretaries and the chairs of the other central state administration bodies of the SR for November 2009.

The Government discussed and approved the report on the fulfillment of the measures related to the natural gas supply of the SR.
The report was submitted by Ľubomír Jahnátek, Minister of Economy.

The Government discussed and approved the report on the introduction of the Euro and its impact on Slovak society as of September 30, 2009.
The report was submitted by Ján Počiatek, Minister of Finance.

The Government discussed and approved the information on the provision of loans and credits by the banking institutions of the SR - September 2009.
The information was submitted by Ivan Šramko, Governor of the National Bank of Slovakia.

The Government discussed and approved the Bill that changes and amends Act No. 540/2001 Coll. on State Statistics as amended.
The Bill was submitted by Ľudmila Benkovičová, Chair of the Statistical Office of the SR.

The Government discussed and approved the Bill on the terms and conditions for the introduction of chemical substances and chemical mixtures on the market and on changes and amendments to certain Acts (the Chemical Act).
The Bill was submitted by Ľubomír Jahnátek, Minister of Economy.

The Government discussed and approved the Bill that changes Act No. 57/1998 Coll. on Railway Police as amended and on changes and amendments to certain Acts.
The Bill was submitted by Robert Kaliňák, Deputy Prime Minister and Minister of Interior.

The Government discussed the Bill that changes and amends Act No. 528/2008 Coll. on Aid and Support Provided from European Community Funds in the wording of Act No. 266/2009 Coll. and on changes and amendments to certain Acts and approved it with comments.
The Bill was submitted by Dušan Čaplovič, Deputy Prime Minister for Knowledge-based Society, European Affairs, Human Rights and Minorities, Ján Počiatek, Minister of Finance, Igor Štefanov, Minister of Construction and Regional Development and Vladimír Chovan, Minister of Agriculture.

The Government discussed and approved the draft Slovak Republic Government Order that changes and amends Slovak Republic Government Order No. 658/2005 Coll. that establishes the requirements on cosmetic products as amended.
The draft was submitted by Richard Raši, Minister of Health.

The Government discussed and noted the information on the course and outcomes of the diplomatic conference on the adoption of the Convention on Compensation for Damage to Third Parties Resulting from Acts of Unlawful Interference Involving Aircraft and the Convention on Compensation for Damage Caused by Aircrafts to Third Parties, which took place on April 20 – May 2, 2009 in Montreal, Canada.

The Government discussed and noted the manual for the selection of an advisor for the preparation and implementation of the PPP project.

The Government discussed and noted the report on the state of the implementation of the Museums and Galleries Development Strategy in the Slovak Republic until 2011.
The report was submitted by Marek Maďarič, Minister of Culture.

The Government discussed and noted the draft updated list of projects of the Operation Programme Transportation for the Period 2007 – 2013.
The draft was submitted by Ľubomír Vážny, Minister of Transportation, Post and Telecommunications.
