The Government of the Slovak Republic met today at its 143rd session and negotiated under the leadership of Robert Fico, the Prime Minister.

The following minister was absent:

The absent minister was represented by his state secretary.

The Government discussed and noted the information on the development of negotiations and standpoints of the Slovak Republic at the individual ministerial formations of the European Union Council.  

The Government discussed the Bill on merchandizing products, whose possession is restricted due to security reasons and on changes and amendments to some Acts and approved it with comments.
The Bill was submitted by Ľubomír Jahnátek, Minister of Economy.

The Government discussed the Bill on the support of renewable energy resources and highly effective combined production and on changes and amendments to some Acts and approved it with comments.

The Government discussed the Bill on territorial planning and the Building Code and on changes and amendments to Act No. 455/1991 (Digest) on Sole Trading as amended (the Building Act) and approved it with comments.

The Government discussed the Bill that changes and amends Slovak Republic National Council Act No. 82/1994 Coll. on state material reserves as amended and approved it with comments.

The Government discussed and approved the draft Slovak Republic Government Order that established the sum of foreign allowance, the categories of operation depending on the risk level and other details related to the provision of foreign allowance.

The Government discussed the draft Slovak Republic Government Order that changes and amends Slovak Republic Government Order No. 658/2005 Coll. that establishes the requirements for cosmetics products as amended and approved it with comments.
The draft was submitted by Richard Raši, Minister of Health.

The Government discussed and approved the report on the implementation and drawing of pre-entry instruments, structural funds and the Cohesion Fund of the 2004 - 2006 programme period and other financial instruments as of December 31, 2008.
The report was submitted by Dušan Čaplovič, Deputy Prime Minister for Knowledge-based Society, European Affairs, Human Rights and Minorities and Ján Počiatek, Minister of Finance and Marian Janušek, Minister of Construction and Regional Development.


The Government discussed and approved the proposal to conclude the Agreement between the Slovak Republic Government and the French Republic Government on cooperation in the field of general government.   
The proposal was submitted by Dušan Čaplovič, Deputy Prime Minister for Knowledge-based Society, European Affairs, Human Rights and Minorities.

The Government discussed and expressed agreement with the proposal to conclude the Agreement between the Slovak Republic Government and the Government of the Republic of Hungary on military cooperation.

The Government discussed and expressed agreement with the proposal to terminate the Agreement between the Slovak Republic Government and the Government of the Islamic Republic of Afghanistan on the donation of military material, concluded in Kabul on February 23, 2006, in the wording of its first rider concluded in Seville on February 8, 2007.

The Government discussed the report on the fulfillment of the measures from the 2008 Schengen Action Plan of the Slovak Republic for the 2008 – 2009 Period and approved it with comments.

The Government discussed the report on the activities of the Anti-monopoly Office of the Slovak Republic for 2008 and noted it with comments.

The Government discussed and approved the proposal to appoint the director of the District Office for Road Transportation and Land Communications in Šala.

The Government discussed and approved the proposal to remove the director of the Košice – mesto District Land Office.  
The proposal was submitted by Stanislav Becík, Minister of Agriculture.

The Government discussed and approved the proposal to cancel task B.2. of Slovak Republic Government Resolution No. 281 of March 21, 2007.   
The proposal was submitted by Ľubomír Vážny, Minister of Transportation, Post and Telecommunications.

The Government discussed Annex No. 3 to the foreign relations plan for the members of the Government, state secretaries and the chairs of the other central state administration bodies of the SR for March 2009 and approved it with comments.

The Government discussed the draft Slovak Republic Government Order that changes and amends Slovak Republic Government Order No. 108/2008 Coll. on the provision of temporary aid for diversification in the restructuring of the sugar industry and approved it with comments.

The Government discussed the draft Slovak Republic Government Order on the terms and conditions for the provision of aid in agriculture in the form of supplementary national direct payments for plant-growing and approved it with comments.

The Government discussed and approved the proposal to provide investment aid for KAMAX, k. s.

The Government discussed and expressed agreement with the proposal to provide investment aid for CROWN Bevcan Slovakia, s. r. o.

The Government discussed and approved the proposal for the participation of the delegation of the Slovak Republic under the leadership of Prime Minister Fico at the session of the European Council in Brussels on March 19 – 20, 2009.

The Government discussed and approved the proposal for the change of the status of the Slovak Republic Government Council for the unified representation of Slovakia abroad.

The Government discussed and approved the proposal for determining the threat to nuclear facilities and for nuclear facilities and nuclear materials within the framework of the project on threats to the state.

The Government suspended the information on the measures adopted for the more consistent use of price instruments to prevent unwanted price development in the education sector.
